I am directed by Secretary Sir E. Grey to inform
you that a despatch has been received at the Colonial
Office from the Governor of Hongkong on the subject
of the railway from Canton to Kowloon.
Sir K.
Sir M. Nathan states that the Viceroys of Canton
and Wuchang both object to the amount of Two-million-
>poundo which the agent of the British and Chinese
Corporation, Mr. Ross, proposed to enter in the blank
space of Article 1 of the Loan Agreement.
Nathan points out that a loan of One million-five
hundred thousand pounds from which the Chinese are to
get One million three-hundred-und fifty thousand
pounds provides, not only for the estimated cost of
land, construction and equipment (One million--one
hundred thousand pounds) but also for the interest
and service of the loan during construction feno
